iCIMS released its final 2025 Workforce Report, revealing a cooling but disciplined labor market heading into 2026. Drawing from 200M+ applications and 5.5M annual hires across its global platform, the data shows employers prioritizing quality and strategic fit over volume.
November’s slowdown reflects both seasonal patterns and greater workforce discipline. Employers are taking longer to evaluate needs, sequence hires, and focus on long-term fit — a healthy recalibration after years of reactive hiring.
"The drop in November aligns with what we typically see at year-end, but it also reflects employers being more intentional with how and when they hire," said Trent Cotton, head of talent acquisition insights, iCIMS. "The data suggests recruiting teams are recalibrating their workforce plans for 2026, giving recruiting teams the perfect time to further develop their talent pipelines for the new year."
In EMEA, strong application and opening growth met measured hiring, driving higher apply-to-hire ratios — a sign of abundant talent interest combined with cautious employer pacing.
