Lock/Unlock Feature to Combat Fraud

Conduent’s lock/unlock feature, available through the ConnectEBT app and portal, allows SNAP recipients to block all purchases or restrict transactions outside their home state, providing greater control against unauthorized access. As of July 2025, this feature is active in 12 states: Alabama, Delaware, Georgia, Indiana, Iowa, Maryland, New Jersey, Ohio, Oklahoma, Pennsylvania, South Carolina, and Virginia, with more states expected to adopt it soon. This addresses the $150 million in SNAP benefits stolen across the U.S. by Q3 2024, driven by skimming and phishing scams.

VeriSight Anti-Fraud Suite

The lock/unlock functionality is part of Conduent’s VeriSight Anti-Fraud Suite, which includes:

  • Intelligent IVR System: Uses behavioral analytics to detect suspicious call patterns, such as excessive calls from a single number, restricting access in real time.

  • Real-Time Usage Alerts: ConnectEBT app users can opt in for instant notifications of account activity, enabling rapid fraud detection.

  • Identity Verification: VeriSight validates identities and bank account ownership to prevent fraud at enrollment.

Conduent is preparing states for SNAP cards with EMV chip technology, which reduces skimming risks at points of sale, and mobile wallet integration with Apple Pay and Google Pay for modernized access. These advancements build on Conduent’s history of processing $85 billion in government payments annually and supporting 40% of U.S. SNAP payments.
