HR 2030 Introduces an AI-Driven Operating Model

The HR 2030 initiative presents a long-term vision for how organizations can redesign HR around AI agents capable of managing workflows, monitoring systems, and delivering continuous operational insights. According to the research, AI-powered “superagents” will coordinate specialized agents across areas such as talent acquisition, workforce services, employee experience, learning, and rewards management.

The framework encourages enterprises to adopt an architectural approach to AI integration to prevent disconnected systems and inefficient scaling challenges as AI adoption accelerates.

AI Agents Expected to Reshape HR Operations

According to the report, the future HR ecosystem could involve up to 130 AI agents supported by 95 distinct HR-focused agent skills, alongside workflow management and monitoring agents. These AI systems are expected to integrate multiple enterprise data sources, automate decision-making processes, and continuously improve operations through real-time feedback loops.

The report also highlights the business advantages of AI-enabled HR transformation, including improved hiring accuracy, faster reskilling, enhanced workforce redeployment, and accelerated market expansion opportunities. The analysis suggests these outcomes could generate substantially greater value than using AI solely for workforce reduction.

However, the transformation is expected to significantly alter traditional HR operating models. The study forecasts flatter HR organizations with headcount reductions ranging between 30% and 50%, while the proportion of strategic work handled by HR professionals could rise from approximately 30% today to as much as 75% by 2030.

Emerging Roles and Skills in Agentic HR

The research identifies new responsibilities emerging at the intersection of HR and IT, particularly in training, managing, and optimizing AI agents. Organizations are also expected to increase investments in data integration, governance, data quality management, and AI policy oversight.

The blueprint predicts AI will drive major changes across talent acquisition, workforce mobility, career development, and employee learning. Personalized upskilling initiatives and AI-supported coaching systems are expected to become increasingly integrated into workforce management strategies.

Additionally, the report anticipates the growth of AI-generated digital personas, or “digital twins,” designed to provide employee coaching, support, and workplace assistance.
