CACI International has been selected as one of Oracle's technology partners for the U.S. Office of Personnel Management's (OPM) Federal Human Resources Information Technology (HRIT) Modernization contract. Working alongside Oracle, Baker Tilly, and Deloitte, CACI will help modernize and consolidate multiple federal human resource systems into a unified cloud-based platform designed to improve efficiency, security, and employee experiences across the U.S. federal government.
The 10-year contract, valued at nearly $400 million, aims to replace fragmented HR systems with a centralized Oracle Fusion HCM platform that leverages artificial intelligence, standardized data exchange, and enhanced security capabilities.

CACI will play a key role in the U.S. Office of Personnel Management's Federal Human Resources Information Technology Modernization initiative by supporting the development, deployment, and implementation of Oracle Fusion Human Capital Management (HCM) Software-as-a-Service (SaaS).
The modernization project is designed to replace multiple legacy human resources systems with a unified cloud-based platform serving federal civilian employees, HR professionals, and agency leadership. By consolidating these systems into a shared environment, the federal government aims to improve operational efficiency, strengthen cybersecurity, and reduce long-term technology costs.

The Oracle Fusion HCM SaaS platform will provide embedded artificial intelligence capabilities alongside standardized data exchange and continuously updated privacy and security protections. These features are intended to improve workforce management while supporting secure and efficient HR operations across federal agencies.
The consolidated platform is expected to enhance data quality, simplify HR processes, and deliver a more consistent experience for federal employees while strengthening compliance and system security.
The award extends CACI's long-standing collaboration with Oracle on large-scale federal modernization initiatives. The companies previously worked together on the Army's Integrated Personnel and Pay System–Army (IPPS-A), which modernized the Army's personnel and pay environment after decades of unsuccessful modernization efforts.
Today, IPPS-A supports more than 1.1 million soldiers and serves as a model for transforming complex federal human resource systems.
Beyond IPPS-A, CACI and Oracle have collaborated on several major government technology programs, including the Global Combat Support System–Marine Corps (GCSS-MC), the Defense Agencies Initiative (DAI), and the U.S. Air Force's Defense Enterprise Accounting and Management System (DEAMS).
The Federal HRIT Modernization contract represents another step in the federal government's broader digital transformation strategy, focusing on modern cloud technologies, AI-powered capabilities, and secure enterprise platforms to improve operational performance across agencies.
By combining Oracle's cloud technology with CACI's experience in federal HR modernization, the partnership aims to deliver a scalable and secure human resources platform that supports future workforce management needs while improving efficiency and reducing operational costs across the federal government.
