Gravitee has announced a strategic partnership with French cloud provider Clever Cloud to deliver a sovereign AI control plane built entirely on European infrastructure. The collaboration combines Gravitee's AI management capabilities with Clever Cloud's sovereign cloud platform, enabling public sector organizations and regulated enterprises to govern AI models, data, and access while reducing dependency on a single AI provider or jurisdiction. The partnership addresses growing concerns around AI sovereignty, regulatory uncertainty, and operational resilience as organizations increasingly deploy AI at scale.

Gravitee and Clever Cloud Deliver Sovereign AI Infrastructure

Gravitee and Clever Cloud have joined forces to provide a European-based AI control plane that allows enterprises and government organizations to securely manage AI services while maintaining infrastructure sovereignty. The platform combines Gravitee's AI Gateway and Authorization Management with Clever Cloud's France-hosted cloud platform, offering centralized governance for AI consumption and production.

The partnership is designed to help organizations avoid dependence on a single AI provider while ensuring compliance with evolving regulatory and geopolitical requirements.

Growing AI Sovereignty Concerns Drive New Partnership

The announcement comes amid increasing concerns surrounding AI service availability and government-imposed restrictions. Gravitee highlighted recent export control actions that affected access to frontier AI models, demonstrating how organizations relying on a single AI provider may face unexpected operational disruptions.

According to Gravitee, these events reinforce the importance of building resilient AI architectures capable of switching providers without requiring application redesign.

Unified AI Governance Across Multiple Models

The joint platform introduces a unified AI Gateway that provides a single endpoint for managing access to multiple AI providers, including Anthropic, AWS Bedrock, OpenAI, Google Gemini, and Vertex AI. Through virtual models and automated failover capabilities, organizations can redirect AI workloads if a provider becomes unavailable, minimizing operational disruption.

Gravitee also emphasizes its open-source architecture, enabling enterprises to inspect, customize, and operate the platform independently while reducing vendor lock-in.

Flexible Deployment with Strong Data Governance

The solution supports deployment across Clever Cloud, third-party cloud environments, on-premises infrastructure, and fully air-gapped environments. Organizations can implement the platform according to their security, compliance, and operational requirements.

Gravitee Authorization Management adds identity-aware access controls at the gateway level, allowing administrators to define which users and AI agents can access specific AI models and what data can leave organizational boundaries.

The SaaS offering is currently being architected toward SEAL-3 (technological autonomy) under the European Union's sovereign cloud framework.
