Motorola Solutions has introduced VESTA Hybrid, a SaaS solution designed to modernize 911 call handling for Public Safety Answering Points (PSAPs) across the U.S. By integrating Assist AI, advanced Radius Mapping, and robust cybersecurity, VESTA Hybrid accelerates emergency response while enhancing system resilience.

VESTA Hybrid brings cloud advantages to PSAPs reliant on on-premises infrastructure, streamlining modernization without requiring full system overhauls. “911 is a service our communities expect to always be just one call away, and VESTA Hybrid is designed to accelerate the modernization of 911,” said Todd Piett, senior vice president, Command Center and Cloud Solutions, Motorola Solutions. The solution integrates RapidDeploy Radius Mapping into the VESTA 911 software suite, enhancing location accuracy and operational efficiency.
Assist AI equips call handlers with real-time transcription, translation, and evolving call summaries, enabling faster resolution of non-emergency calls. “Across Utah, we’ve seen the power of Motorola Solutions' NG911 technologies in reducing misrouted 911 calls and accelerating our emergency response times,” said Tina Mathieu, executive director, Utah Communications Authority. Call handlers can also share livestream links or photos with callers, improving situational awareness during crises.
VESTA Hybrid includes cyber threat monitoring, detection, and response services, addressing the rising threat of cyberattacks on PSAPs. In 2024, the Public Safety Threat Alliance documented multiple attacks causing full 911 system shutdowns. The solution’s cloud failover ensures service continuity during disruptions like hurricanes, maintaining critical emergency access.
The integration of Radius Mapping provides precise caller location data, reducing response times. “Radius Mapping and our 911 call handling solutions on their own support hundreds of millions of people in North America today,” said Piett. “You have an exponentially more powerful capacity to save emergency response time by adding access to the power of AI, the ability to field calls through a cloud web interface for remote work, enhanced service continuity and protection against rising cyberattacks.”
