Dr. Stoker's career is marked by significant contributions to national defense and technological innovation. As a senior electrical engineer and technical director at the NSA, he spearheaded the development and deployment of numerous critical intelligence and cybersecurity systems. His work encompassed diverse areas, including Signals Intelligence (SIGINT) signal processing, geolocation platforms, wireless vulnerability assessments, and AI-driven technology transitions.

Notably, during his three-year tour as Technical Director of USCYBERCOM J2, Dr. Stoker architected a groundbreaking global secure networking framework. This framework was specifically designed to be quantum-resistant and maintain resilience across both low-bandwidth and high-capacity environments, addressing some of the most formidable challenges in secure communications.

This cross-agency innovation program focused on secure communications and data obfuscation, demonstrating its significance by winning a Joint Capability Technology Demonstration (JCTD) from the Office of the Secretary of Defense. The CV initiative is now poised for operational field deployment, enjoying broad interagency support from Combatant Commands (COCOMs) and mission partners across the Department of Defense (DoD), Department of Energy (DoE), and Department of Justice (DoJ).

Dr. Stoker is a professional engineer and an adjunct faculty member at the NSA. He holds a Ph.D. and MBA in Business Administration, an MSEE from Johns Hopkins University, and a BSEE from North Carolina State University. His numerous accolades from organizations such as the National Reconnaissance Office (NRO), NSA, and SIGINT Committee underscore his significant contributions to wireless security, system innovation, and strategic transitions.
