Dispersive Holdings, Inc. (Dispersive), a market leader in stealth networking for secure and resilient communications, has announced the appointment of Dr. Roy Bryan Stoker to its Board of Advisors. Dr. Stoker brings over four decades of unparalleled experience from his distinguished career at the National Security Agency (NSA) and U.S. Cyber Command. His profound expertise in advanced signals intelligence, mission-resilient architectures, and next-generation secure communications systems will be instrumental in guiding Dispersive's future innovations in stealth networking.
Dr. Stoker's career is marked by significant contributions to national defense and technological innovation. As a senior electrical engineer and technical director at the NSA, he spearheaded the development and deployment of numerous critical intelligence and cybersecurity systems. His work encompassed diverse areas, including Signals Intelligence (SIGINT) signal processing, geolocation platforms, wireless vulnerability assessments, and AI-driven technology transitions.
Notably, during his three-year tour as Technical Director of USCYBERCOM J2, Dr. Stoker architected a groundbreaking global secure networking framework. This framework was specifically designed to be quantum-resistant and maintain resilience across both low-bandwidth and high-capacity environments, addressing some of the most formidable challenges in secure communications.
Rajiv Pimplaskar, CEO of Dispersive, expressed the company's enthusiasm for the appointment: "Dr. Stoker is renowned in the world of secure systems engineering. His work has shaped the technological infrastructure of U.S. cyber operations for decades. We are deeply honored to welcome him to our advisory board. His insights into mission-critical communications, cyber innovation, and AI-enabled security will accelerate our efforts to redefine the future of stealth networking."
Among his many impactful contributions, Dr. Stoker was the visionary behind the CRYSTALVISTA (CV) initiative. This cross-agency innovation program focused on secure communications and data obfuscation, demonstrating its significance by winning a Joint Capability Technology Demonstration (JCTD) from the Office of the Secretary of Defense. The CV initiative is now poised for operational field deployment, enjoying broad interagency support from Combatant Commands (COCOMs) and mission partners across the Department of Defense (DoD), Department of Energy (DoE), and Department of Justice (DoJ).
Dr. Roy Bryan Stoker shared his perspective on joining Dispersive: “In my work across the NSA and USCYBERCOM, I’ve seen firsthand the need for communications infrastructure that can survive and adapt in contested environments. Dispersive’s stealth networking technology brings a fresh and urgently needed approach to securing critical missions. I’m proud to lend my experience to help guide its continued evolution.”
Dr. Stoker is a professional engineer and an adjunct faculty member at the NSA. He holds a Ph.D. and MBA in Business Administration, an MSEE from Johns Hopkins University, and a BSEE from North Carolina State University. His numerous accolades from organizations such as the National Reconnaissance Office (NRO), NSA, and SIGINT Committee underscore his significant contributions to wireless security, system innovation, and strategic transitions.
Dr. Stoker's addition to the advisory board further strengthens Dispersive's team of national security and cybersecurity experts dedicated to delivering a highly secure and resilient networking platform. This platform is purpose-built to address the complexities posed by advanced AI, quantum threats, and the evolving landscape of hybrid warfare.
The inclusion of Dr. Roy Bryan Stoker on Dispersive's Board of Advisors is a strategic move that will undoubtedly bolster the company's position as a leader in advanced secure networking solutions for critical national security and enterprise applications.
