VivoPower PLC, a B Corp-certified global developer and owner of powered land and data center infrastructure for AI compute applications, has announced that it has executed definitive heads of agreement with Open Innovation AI, the UAE-based AI orchestration, operations and security platform company, to jointly explore and develop secure sovereign AI Data Centers across the Nordics, Mainland Europe, the GCC and selective countries in Asia.
VivoPower has signed definitive heads of agreement with Open Innovation AI to develop sovereign AI data centers across four regions.
The agreement was signed at Sheikh Zayed Museum in Abu Dhabi on October 21, 2026.
The partners see a sovereign AI opportunity of more than 40GW in Europe alone and will target at least 1GW of capacity over the next three years.
VivoPower will lead site development, power procurement and facility operations; Open Innovation AI will provide the orchestration, AI operations and security layer.
Open Innovation AI brings its Full Stack AI Fabric, combining orchestration and scheduling, AI and ML operations, agentic workflows and AI security.
The partners will focus on the Nordics, the GCC, Mainland Europe and selective Asian countries.

The Agreement sets out the framework for the collaboration.
