Responsive and APMP’s 2025 report highlights AI-driven Strategic Response Management, with bid teams evolving into key revenue drivers amid rising buyer expectations.

Responsive, the global leader in AI-powered Strategic Response Management (SRM) software, in collaboration with the Association of Proposal Management Professionals (APMP), released the Winning Business in the Age of AI: UK & European Market Trends report on July 8, 2025. The report, based on a survey of revenue leaders and practitioners across the region, underscores how AI is transforming bid and proposal management into a strategic advantage. With B2B buyers demanding faster, more precise responses, winning go-to-market teams are leveraging AI agents to enhance efficiency and drive growth in a competitive market.

Quick Intel

  • 86% of organizations view bid teams as key revenue contributors, 79% as strategic partners.

  • 80% of revenue teams face pressure from buyer autonomy and tight budgets.

  • In the UK, 39% report buyer autonomy significantly impacts outcomes.

  • Only 34% have centralized content hubs, 36% offer organization-wide knowledge access.

  • 78% of UK organizations increased tech spend, with 21% fully deploying AI.

  • UK bid teams saw higher headcount growth (over 50%) than EU peers.

  • 71% say bid team roles must evolve with AI adoption.

Rising Buyer Expectations and Market Pressures

The report highlights a tougher B2B market, with 80% of organizations facing increased pressure from buyer autonomy, tighter budgets, and faster turnaround expectations. In the UK, 39% note that greater buyer autonomy significantly impacts outcomes, as buyers rely on self-guided research and engage vendors later, reducing opportunities for differentiation. “Revenue teams are increasingly under pressure,” the report notes, emphasizing the need for rapid, high-quality responses to meet demanding buyer expectations.

AI as a Competitive Advantage

AI is reshaping bid and proposal management, moving it from a reactive function to a strategic driver. “AI is fundamentally changing how revenue teams operate,” said Daniel Tscharner, Head of Bid Management at Swisscom. AI agents enable coordinated workflows and break down knowledge silos, enhancing collaboration. Responsive CEO Ganesh Shankar added, “What we’re seeing across revenue teams in the UK and Europe is not a race to adopt AI for adoption’s sake, but a thoughtful shift in how organizations align people, process, and technology.” With 78% of UK organizations increasing tech spend and over half piloting AI, adoption is accelerating deliberately.

Knowledge Democratization Gaps

Effective AI implementation relies on accessible knowledge, yet only 34% of organizations have centralized content hubs, and 36% provide organization-wide knowledge access. These gaps hinder AI effectiveness and cross-functional alignment, critical for deal-critical responses. The report stresses that knowledge democratization is foundational for leveraging AI to drive scalable growth and meet buyer demands.

Evolving Role of Bid Teams

Bid and proposal teams are increasingly vital, with 86% of organizations viewing them as direct revenue contributors and 79% as strategic partners. In the UK, bid teams are better resourced (79% vs. 60% in the EU) and report higher job satisfaction (86% vs. 52%). Over half of UK organizations increased bid team headcount last year, outpacing EU counterparts by over 20 percentage points. Additionally, 71% of respondents believe bid team roles must evolve to adapt to AI-driven workflows.

Future of AI in Strategic Response Management

The Winning Business in the Age of AI report signals a shift toward AI as a present-day priority, not a future ambition. By integrating AI-powered SRM solutions, organizations can respond faster, align teams, and meet rising buyer expectations. The thoughtful adoption of AI, coupled with investment in people and processes, positions UK and European revenue teams to gain a competitive edge in 2025 and beyond.
