Persistent Systems has announced an agreement to expand its Eastern European operations through the integration of a specialized team from Concise, a Tallinn-based software engineering and IT consulting company. Subject to closing conditions, the move is expected to strengthen Persistent’s European nearshore delivery network and enhance its capabilities in supporting enterprises modernizing digital infrastructure and AI-enabled operations.
The transaction includes the integration of more than 90 professionals from Concise and is part of Persistent’s broader strategy to expand its regional delivery footprint, strengthen AI-led engineering capabilities, and support globally distributed enterprise transformation programs.
Persistent Systems stated that enterprises across industries are increasing investments in AI-driven operations, automation, and digital infrastructure modernization. This trend is creating demand for technology partners capable of supporting governance requirements, modernizing complex systems, and delivering services through regional delivery hubs.
As part of this strategy, Persistent plans to establish delivery centers in Tallinn and Tartu, strengthening its European presence and nearshore delivery model for clients across the region.
The company noted that Estonia’s mature digital ecosystem and deep technology talent pool make the country a strategic addition to its global delivery network. Persistent also expects the expansion to strengthen relationships with enterprise mobility customers and support clients seeking regional engagement and faster execution capabilities.
According to Persistent, the integrated team from Concise brings expertise in AI-led product engineering, distributed systems, cloud-native technologies, and real-time digital environments. The team has experience supporting sectors including mobility, logistics, smart infrastructure, and payments.
The company stated that these capabilities will help strengthen its position in AI-led platform transformation projects and globally connected enterprise operations.
