The HOPE 2.0 contract leverages SAIC’s expertise in rapid mission integration to bridge Intelligence Community capabilities with DoD operational requirements. AF TENCAP, a congressionally-mandated rapid-acquisition organization, exploits air, space, cyber, and ISR systems to deliver advanced warfighting capabilities. SAIC will provide Research, Development, Test, and Evaluation (RDT&E) services to develop near program-ready prototypes, enhancing decision dominance and air superiority. “To deter conflict and win wars in today’s data-centric battlefield, warfighters must have integrated actionable data,” said Vincent DiFronzo, SAIC EVP.
SAIC’s efforts under HOPE 2.0 include:
Sensor and Data Fusion: Ensuring accurate threat and friendly force status.
Command and Control (C2): Improving decisions in complex environments.
Cyber Innovations: Developing advanced cyberspace capabilities.

Partnering with over a dozen defense companies, SAIC will deliver cutting-edge technologies to DoD Combatant Commands, supporting 65 agencies across the DoD and Intelligence Community.
The contract aligns with national priorities like Pacific deterrence and the Golden Dome missile defense initiative, emphasizing a data-centric approach. “HOPE 2.0 shows the urgent need of a data-centric mission integration approach for the military, intelligence, and space communities,” DiFronzo noted. SAIC’s work supports the DoD’s Software Acquisition Pathway, ensuring rapid, cost-effective solutions. The company’s stock rose 2.44% to $107.52 on June 25, 2025, reflecting market confidence, though it has faced an 8% decline over the past year.
With $7.5B in annual revenue and 24,000 employees, SAIC is a Fortune 500 integrator serving defense, space, and intelligence markets. Recent contracts include a $55M Space Development Agency deal and a $444M U.S. Space Force contract for launch site modernization. A Lockheed Martin protest in 2025 alleged conflicts of interest in a $293M Air Force award to SAIC, but it was denied by the GAO, affirming SAIC’s competitive integrity.
SAIC’s HOPE 2.0 contract cements its role in advancing national security through innovative, AI-driven solutions, positioning it as a key player in modernizing DoD capabilities.
