  • Located at La Défense, it will create 200+ high-skilled jobs and 30+ new branches.

  • Focuses on GenAI for candidate journeys, client solutions, and HR agent empowerment.

  • Supports EU’s AI Act for ethical, inclusive AI innovation.

  • Acts as a Regional Center of Excellence for Manpower, Experis, and Talent Solutions.

  • Collaborates with AI startups and research institutions for public-private partnerships.

Strategic Investment in France

Announced during the Choose France Summit, ManpowerGroup’s €200 million investment over three years reinforces France’s economic attractiveness and its emergence as an AI development powerhouse. “We are proud to announce our new AI HR Hub in Paris as part of our commitment to the Choose France initiative,” said Jonas Prising, Chair & CEO of ManpowerGroup. The hub aligns with the company’s “Human-First and Digital-Always” philosophy, leveraging generative AI (GenAI) and agentic technologies to deliver inclusive, personalized workforce solutions.

AI HR Hub Capabilities

The Paris-based AI HR Hub will serve as a Regional Center of Excellence, scaling innovations across ManpowerGroup’s brands—Manpower, Experis, and Talent Solutions. “Paris is an ideal location for ManpowerGroup’s AI HR Hub,” said Riccardo Barberis, Northern Europe and France President. Key focus areas include:

  • Enhanced Candidate Journeys: GenAI-powered personalized career guidance, skills assessments, and real-time job matching at scale.

  • Smarter Client Solutions: AI and predictive analytics to optimize workforce planning, streamline hiring, and improve business outcomes.

  • Empowered HR Agents: Agentic AI tools to augment recruiters and talent advisors, enhancing personalization in response to labor market demands.

Ethical AI and EU AI Act Support

ManpowerGroup reaffirms its support for the EU’s AI Act, emphasizing ethical and responsible AI development. The hub will collaborate with AI startups and research institutions to foster public-private partnerships, ensuring innovations are inclusive and human-centered. This aligns with France’s forward-looking AI regulations and its growing influence in the global AI ecosystem.

Industry Context and Impact

The AI HR Hub builds on ManpowerGroup’s May 13, 2025, launch of the Work Intelligence Lab, which leverages real-time workforce data from 70+ countries to navigate AI-driven transformations. With 53% of employers already using AI in hiring, as noted in the Lab’s findings, the Paris hub positions ManpowerGroup to lead in AI-powered HR solutions. The initiative is expected to enhance France’s $10 billion HR technology market, with posts on X reflecting positive sentiment about the investment’s potential to drive innovation.

Broader Commitment

ManpowerGroup’s investment includes expanding operations across France, creating over 200 high-skilled jobs and more than 30 new branches. This strengthens its 75-year legacy of connecting millions of workers with clients in 70+ countries. Recognized as one of the World’s Most Ethical Companies for the 16th time in 2025, ManpowerGroup continues to prioritize diversity and inclusion, positioning the AI HR Hub as a catalyst for shaping the future of work.
