The initiative positions AI infrastructure ownership as critical to sovereignty, drawing the analogy that "it doesn't matter who built the car—what matters is who owns the road." By controlling the infrastructure, Europe retains engineering roles, operations jobs, and economic benefits.

"It doesn't matter who built the car," said Ghee Leng Ooi, Founder of Embedded LLM. "What matters is who owns the road. When you own the infrastructure, the engineering roles, the operations jobs, and the economic value stay with you."

Reversing the Current AI Economy Flow

Current AI models often see foreign providers construct data centers on European soil, consume local energy, and leave environmental impact, only to sell AI capabilities back to European businesses at a premium. The EU AI Grid reverses this dynamic: local operators run the nodes, employ regional talent, and keep revenue circulating within Europe—from Vilnius to Berlin to Rome.

"We built the traffic rules with the EU AI Act, but we didn't build the roads," said Paulius Kuncinas, Executive Partner at Embedded LLM Europe. "The EU AI Grid is that road—and roads create jobs everywhere they are built."

Security and Sovereignty in Focus

The launch took place on stage with Andrius Kubilius, European Commissioner for Defence and Space, who underscored the need for Europe to develop operational AI capabilities to safeguard its information environment.

"We as Europeans would never accept a situation where a hostile aircraft could enter our airspace undetected for days," Commissioner Kubilius said. "But today, coordinated AI-driven narrative operations can move through our information environment without triggering any comparable alert or response. Security requires operational capabilities, not just rules."
