Strada, the global leader in people, payroll, and technology solutions, has released the seventh edition of its authoritative Global Payroll Complexity Index (GPCI). The 2025 report shows global payroll complexity rose 5% on average, with the most significant jump in North America—led by the United States, which climbed into the global top ten for the first time with a 17% increase.

United States: The New Complexity Frontier

Long considered relatively straightforward compared to many global markets, U.S. payroll is now among the world’s most complex due to increasing divergence across 51 state and local jurisdictions. Heightened regulatory variation—combined with the rise of multi-state remote and hybrid workforces—has dramatically escalated compliance demands.

California continues to lead as the most complex state, driven by intricate wage rules, strict payment timing, and overlapping state/city taxation. New York follows closely, while Massachusetts and Oregon rise on new paid-leave programs and high-earner surtaxes. Washington and New Jersey add complexity through unique long-term care deductions and frequent rate adjustments.
