Skyward, a leading K-12 school administration software provider, announced a partnership with Panorama Education and the Texas Education Exchange on June 25, 2025, to deliver AI-driven intervention planning and Multi-Tiered System of Supports (MTSS) tools to Texas school districts. The partnership equips Texas Skyward districts with Panorama Solara, a K-12-focused AI platform, and Panorama Student Success, a research-backed MTSS platform, both integrated via the Texas Education Exchange’s Ed-Fi Data Standard. “When districts can securely integrate tools that work together, they spend less time managing systems and more time supporting students,” said Dave Ilkka, Skyward’s VP of New Business Development. These tools address HB 1416, which mandates 15-30 hours of accelerated instruction for students failing STAAR assessments, by streamlining intervention documentation and reporting.

Panorama Solara offers secure, context-aware AI outputs, while Student Success enhances MTSS functionality beyond Skyward’s existing Qmlativ MTSS solution, reducing data silos and manual work. “This eliminates data silos, reduces manual work, and supports seamless state reporting,” said John Ruff, Panorama’s Director of Strategic Partnerships. Districts can access either platform free for the first year, with subsidized bundling for both, subject to availability.

HB 1416, enacted to address pandemic learning loss, requires Texas districts to track and report supplemental instruction for students not meeting STAAR standards. Many Student Information Systems (SIS) struggle with these mandates, but Panorama’s MTSS tools, integrated with Skyward, simplify compliance by centralizing data and automating intervention tracking.
